Every AI actor in GEM²-AI operates inside a MANDATE — a formal contract that defines exactly what it is authorized to do, and what it must prove before declaring done.
What passes between actors is not internal state. It is verified facts — structured messages via GEM²_MSG that any actor, any human, can audit.

What is SAS?

Each SAS is a microservice owned and controlled by exactly one AI actor. No other actor — and no human — can reach inside it.

Why swarm, not AGI
A single super-intelligent AGI is a monoculture. One point of failure. One value system. One failure mode that propagates everywhere.
Nature didn't solve complexity by building one perfect organism. It built a co-existing swarm of sovereign organisms, each operating at its own boundary.

TPMN Checker is the first public SAS — the reference implementation that any actor (or any developer) can use to verify AI output before it crosses a boundary.
